In the meantime, Loto-Québec and Secrétariat du Bingo found themselves in limbo, as the bingo modernization program came to a halt. Bingo locations across the province have not seen a surge of individuals willing to participate in the electronic bingo offering over the past twelve months, leading to their opt-out. The number of players in Quebec has been slumping ever since 2015.

Five bingo locations were among the first venues to experience the bingo modernization efforts. Some CA$630,000 has been invested up over the past year and the locations in question are located in Laval, Repentigny, Longueuil, and Joliette. As many as 52 charitable organizations benefit from bingo operation on an annual basis, making the revival an essential one for the equilibrium on a provincial level.
